Effective November 1, 2024, students graduate from eligible Canadian institutions must meet the additional requirements below to apply for the post-graduation work permit (PGWP).

1. Language becomes a requirement of PGWP.

  • University graduates: CLB 7 in English or NCLC 7 in French in all 4 language areas.
  • College graduates: CLB 5 in English or NCLC 5 in French in all 4 language areas.

The language tests accepted are CELPIP - General, IELTS General Training, PTE Core for English, and TEF Canada or TCF Canada for French. If you had taken one and your scores are less than 2 years old at the time of the PGWP application, you will not need to retake it.

What You Should Do:

  • Current international students attending post-secondary, with the assumption that your study permit application was submitted before November 1, 2024. Schedule a language test towards the end of your last semester of study. Act early because everyone will be scheduling for those dates, and you do not want to miss the deadline to apply for PGWP.
  • Future international students. If you are thinking to apply to study at a university or college in Canada, there is an additional requirement below that you need to consider.

2. Field of Study Requirement

For study permit applications submitted on or after November 1, 2024, an eligible field of study is required for PGWP eligibility if you are:

  • Pursuing a certificate, diploma or other programs (not a degree) at a university
  • Graduating from a college program

What does that mean:

  • If you are enrolling in a bachelor's, master's or a doctoral degree program, you only need to meet the language requirements above. Your program choice will not impact your PGWP eligibility.
  • If you are applying to study non-degree programs (certificate/diploma) at a university, or any programs at a college, your program must fall within the government’s list of eligible fields of study to qualify for a PGWP.

The field of study matches with the current cateogories from Express Entry (except French). These changes reinforce Canada’s focus on welcoming permanent residents in sectors such as agriculture, healthcare, STEM, trades, and transportation.
